What is Arrows?
Arrows are not included silently with the crossbow in the walkthrough. They spend loadout points on their own. The presenter says each point is 12 arrows, so two points are 24 and three points are 36, which is the maximum stack in that clip. The presenter then drops back to 12 arrows to avoid wasting ammo on misses. This is ammo capacity, not a damage upgrade.

How do you get Arrows?
Add arrow stacks in the loadout while building a ranged weapon. They use the same 12-point budget as weapons and armor.
How do you use Arrows?
Start at 12 arrows, which is 1 point, until your shots land. Move to 24 or 36 only when you still have points left for the weapon and any armor you meant to wear. Three points of arrows is the documented maximum of 36.
